FIVE BIDDERS INTERESTED IN CINEMA BUILDING
Five bidders are interested in buying the cinema building at 25 Church Road, Crystal Palace.
News From Crystal Palace understands they include plans to turn the building – currently owned by a Pentecostal church – into a nightclub.
But any such move would need planning permission* and is likely to fail.
In April last year a planning inspector turned down an appeal by the church – Kingsway International Christian Centre – against the refusal of planning permission for mixed church / community use.
And in doing so she said: “25 Church Road is the only large building of its type in the town centre. “The National Planning Policy Framework contains policies that seek to ensure their
“Whilst the list of main town centre uses in the glossary includes entertainment it does not include places of worship.
“The lawful use of the building is so important to the overall function of the centre that the loss of the opportunity to reinstate a use exclusively within Class D2 should not be lost at this stage.
“Given the strength of local support for the retention of the Class D2 use this is a material consideration in the appeal.”
Trustees of the KICC are now selling the building with an asking price of £5 million.
The Picture Palace Campaign, formed back in 2009 to bring a cinema back to 25 Church Road, have expressed their continuing frustration at KICC’s efforts to hang onto the building.
“The people of Crystal Palace are emphatic: they want a cinema back in the building for the benefit of the whole community. “Not a church – and not a night club” said a spokeswoman.
Crystal Palace ward Cllr Angela Wilkins told News From Crystal Palace: “As the cinema campaign have proven, demand for this type of amenity in the Triangle is huge.
“There is an unprecedented opportunity here to make our area a fantastic arts destination and a cinema (D2 use) would be a lynchpin to this.
“25 Church Road is a unique building, and it isn’t going to get permission to be a place of religious worship.
“Nor does Bromley’s local plan allow for it to be turned into yet another block of flats. “It is recognised that D2 use is paramount for the ongoing health of the town centre
“Senior councillors at Bromley have already indicated support for the principle of a cinema and would not look highly on anything that doesn’t support substantial D2 use, so I am optimistic that our hopes can be realised one way or another.”
Note: News From Crystal Palace also understands that Strettons, KICC’s sole agents for the sale of the building, are looking for a completion date of December 1st this year but have stressed that the vendor is not obliged to accept the highest or any offer received.
A boxing event is planned for the venue on December 2nd with a pantomime “Josie and the multi-coloured weave” on December 9,10,15,16 and 17.
*D2 planning use: D2 Assembly and leisure – Cinemas, music and concert halls, bingo and dance halls BOLD (but not night clubs), swimming baths, skating rinks, gymnasiums or area for indoor or outdoor sports and recreations (except for motor sports, or where firearms are used).
