Upper Norwood library are applying for a premises licence.
A library spokeswoman said they had initially planned to apply for a temporary licence to turn the upstairs part of the Westow Hill building into a theatre to coincide with the Crystal Palace Festival (they have dropped the word ‘Overground’) – being held from June 4th to June 17th.
Plans, which have yet to be finalised, include a variety of performance acts and jazz club nights.
“We then had to make a decision about whether it should be a temporary licence or an annual licence. “We decided to go for an annual licence because it will enable us to put on films or other events and offer a licensed bar.
“The application is quite proscriptive. “We have to put in every eventuality – even if you’re not going to do something it’s better things are allowed than not allowed. “It’s very much about ticking boxes and putting in times and dates.
“We’ve gone in for a full range of options because if you want to add anything retrospectively it becomes more complicated.”
