LAMBETH COUNCIL CONTRACTS SPECIAL – THE WHY? FACTOR

News From Crystal Palace has been looking at various contracts Lambeth council have signed over the past few years. And one of the questions which begs itself in regard to many of these contracts when the council claim not to have any money to run ten properly-staffed libraries or for repairs on their housing estates  is: WHY?

Here’s a few examples:

August 2017: Lambeth Council ICT Training

Value of contract: £70k – £99k

Contract start date 01 October 2017 Contract end date 30 September 2019

Description

The London Borough of Lambeth (LBL) is seeking a supplier to provide a range of training requirements for the Lambeth ICT (information and communications technology) division. This relates to officers who require a high standard of training while at the same time delivering cost savings to the public sector.
 
WHY? (i.e. why couldn’t existing staff do this?)

Lambeth London Borough of Culture – Application Management and Writing

Value of contract £30k – £40k

Contract start date 09 August 2017 Contract end date 01 December 2017

Description

Lambeth council is seeking requests for proposals from experienced bid writing and project management consultants to lead a London Borough of Culture application.
The council is seeking to develop an outstanding application that will harness the borough’s extraordinary cultural talent base. We want to create a step change in our approach to supporting the cultural economy. Lambeth’s London Borough of Culture initiative will be co-designed to inspire and support communities, helping to tackle inequality and attract investment in the borough.
We are seeking proposals from a freelance adviser, consultant or team with a relevant and outstanding track record, who share the council and its partners’ excitement at the opportunity presented by the London Borough of Culture initiative.

Lambeth Small Sites Project Manager

Contract start date 01 December 2017 Contract end date 01 November 2019

Description

The Council is working with a Tenants and Residents Association to redevelop the site of an existing community centre to provide new homes and a new community centre. The project is at an early stage and the Project Manager will work within the Housing Regeneration Team at Lambeth to procure a design team, carry out options appraisals through engagement with local people and prepare reports for approval as required.

WHY? (i.e. why couldn’t existing staff do this?)

Lambeth Schools Active Travel Engagement

Value of contract £5k – £35k

Contract start date 01 October 2018 Contract end date 19 July 2019

Lambeth Council is seeking requests for quotations to undertake engagement with identified schools to encourage and facilitate active travel to school, as well as promote a greater understanding and appreciation of the value of active travel and of reduced car use within the whole school community.

There is no mention of special needs pupil in this contract so: WHY? (i.e. why not promote use of public transport instead? )

Lambeth Leadership Essentials

As part of its new approach towards performance and talent management Lambeth Council is introducing the Lambeth Leadership Essentials management development learning modules – these essentials represent the fundamental expectations of all people managers across all council directorates.

WHY? (i.e. Why the new approach? What does it say about the skills level of staff already employed?)

Lambeth council believes that its workforce is its key asset and we want our people managers to be the best at supporting the workforce to reach its full potential. As part of its new approach towards performance and talent management Lambeth Council is introducing the Lambeth Leadership Essentials management development blended learning programme for up to 400 people managers across the council.
The programme will be rolled out in two phases, the first focusing more on managing people, the second more on resources. Underpinning the programme is a strong focus on quality conversations between manager and employee, essential to delivering the outcomes of the Borough Plan through embedding the council’s values and behaviours and translating those into ambitious individual objectives, using its new online performance management tool.

We are therefore inviting tenders from innovative training providers, with proven experience of helping organisations transform their people management practices.

Lambeth Bike Markets

Value of contract £75k – £90k

Contract start date 01 April 2017 Contract end date 31 March 2020

To provide a bike market for schools or at public events such as Lambeth Country Show. For each schools market the supplier will be in charge of marketing. Monies received for the bikes will be transferred to the seller so a process will need to be in place for this as well as the ability to take card payments. Storage and delivery of the market and bikes will be the responsibility of the supplier.

Environmental Observations 2018

 Lambeth are seeking to appoint a consultancy for a 2 year provision to provide support primarily to its Development Management department to enable it to deliver against its current planning policies and service delivery targets. The support will comprise of observations and advice on environmental matters relating to planning applications (excluding applications which are subject to Planning Performance Agreements).

Arboricultural Support to Lambeth’s Development Management Service

Lambeth council seeks a consultant or consultancy to assist the boroughs Arboricultural Officer to consider and assess planning applications.
The consultant/consultancy will be asked to provide written advice on planning applications and should be able to suggest alternatives to make the scheme more agreeable in legislative and policy terms (if applicable). They may also be required to provide subsequent advice following receipt of their comments should any changes be made to the scheme.
