MARKS AND SPENCERS FOODHALL ON THE TRIANGLE?

 

Marks and Spencers are in “advanced discussions” with property developers St Aidan’s to open a foodhall on the Triangle say planning consultants Bidwells.

The long-rumoured suggestion of Marks and Spencers coming to Westow Street – in the area bounded by Carberry Road and Victory Place – is revealed in a letter from Bidwells to Croydon council’s planning officers.

St Aidan’s were given planning permission by Croydon back in 2015 to demolish “some” of the existing buildings on the site and replace it with a hotel, offices, residential accommodation, covered market and entertainment space. Bidwells say St Aidan’s now want to insert a new floor “above the existing sunken Market Square retail space” which will be occupied by a “flagship convenience food retailer.”

In their letter Bidwells say:

“The applicant is in advanced discussions to lease the floorspace created by the proposed amendment to M&S Foodhall who will be the anchor tenant to kick start the inward investment that will result from the scheme’s completion.

“Further, it is considered that the direct investment that will arise from M&S Foodhall’s presence in the Crystal Palace triangle should be wholly supported – especially as the current high-street retail industry is typically facing uncertainty. “Included within this application is the desire to create 40 jobs for the local community of Crystal Place. (sic)

“This application seeks to insert a new floor, through the extension of the approved ground floor slab above the existing sunken Market Square retail space. “The extension of the slab will have the effect of creating a new unit for retail use. “It is proposed that the new unit will be occupied by a flagship convenience food retailer.

“There will be an increase in internal floor area (456 sq.m GIA) as a result of infilling the existing double height space. “The market square will be provided above the new unit. “To this extent, it is considered that the proposed development is ‘minor material’ in nature and should be considered under Section 73 of the Act.

“That said, the establishment of the new space and the raising of the square to ground level will create a very positive and inclusive environment with direct access at grade to Carberry Road and Victory Place. “It will also see the removal of the undercroft which the council should see as a positive benefit of the amendment.

“The additional retail floorspace will be serviced in the same manner as the existing approved development. “In this regard, service access will be taken from Carberry Road into the approved development. For clarity, and ease of assessment, tracking is shown on the amended drawings to demonstrate that the servicing of the unit will be acceptable in planning terms – in simple terms access and egress is available in a forward gear.

“The amendment proposed will extend the permitted Ground Floor slab to create an additional retail unit within the area that was proposed to be utilised as a community market. “This community market will be reprovided at ground level atop the proposed slab extension.”

There is no mention of the entertainment space in the letter from Bidwells.
