The above missive – from a leaked Lambeth staff bulletin written by a senior council executive – was put up on an LTN social media neighbourhood group by a Lambeth council staff member who, understandably, wishes to remain anonymous.

The identity of the senior executive at Lambeth council who wrote it – including the comment that it was “really good to see and hear about the positive impacts of the Streatham Wells LTN trial” – is not yet known.

But News From Crystal Palace expects one of the biggest witch hunts in English history to follow as Lambeth Labour attempt to find the source of the leaked staff bulletin….

This staff bulletin from senior exec at @lambeth_council is beyond shocking. They really believe that it’s OK to push traffic from one set of residential/community roads to another set of community/residential roads. Some children’s lives/lungs matter more than others, it seems.

I see big problems on buses outside the Streatham LTNs …… looks carnage.  Imagine supporting the harming of the bus service that thousands depend on.

…AND AS FOR HUMAN RIGHTS…***

@lambeth_council LTNs displace traffic onto surrounding roads yet happy to sign documents containing this statement. Shocking.

The entire concept of human rights has been tossed in the trash and their apparent complete dismissal of the public sector equality duty (s.149 of Equality Act, 2010) is very concerning indeed.
***And here’s their – somewhat amended – ‘justifications’ for the Streatham Wells LTN: 

4.17 The council, as a public body, is under a duty to consider whether the exercise of its powers interferes with rights protected by the European Convention, set out in the Human Rights Act 1998. The Convention rights applicable are:

  • Article 1 of the First Protocol – protects the right of everyone to the peaceful enjoyment of their possessions. No one shall be deprived of their possessions except in the public interest and subject to the conditions provided for by law and by the general principles of international law. This does not, however, in any way impair the right of a State to enforce such laws as it deems necessary to control the use of property in accordance with the general interest etc.
  • Article 8 – protects the right of the individual to respect for their private and family life, their home and their correspondence. There should be no interference by a public authority with the exercise of this right except such as is in accordance with the law and is necessary in a democratic society in the interests of amongst other matters, public safety, the economic well-being of the country, for the prevention of disorder or crime, for the protection of health, or for the protection of the rights and freedoms of others.
  • Article 14 – provides that the enjoyment of the rights and freedoms set forth in the Convention shall be secured without discrimination on any ground such as sex, race, colour, language, religion, political or other opinion, national or social origin, association with a national minority, property, birth, or other status.
    4.19 Any interference with a Convention right must be necessary and proportionate and in pursuing the traffic order, the council has to consider carefully the balance to be struck between individual rights and the wider public interest.

  1. The arrogant disregard for ratepayers to whom the council answers is staggering. There is no greater good in any LTN. They benefit a few to the disproportionate detriment of the rest.
