Anti-LTN protesters plan to stop fans going to Saturday’s Palace – Chelsea match (but only to prevent them from getting a fine!)

Anti- Low Traffic Neighbourhood protesters hope to try and stop some football fans on their way to Saturday’s Crystal Palace – Chelsea match on  Saturday.

But it’s ONLY to prevent them from driving through roads where unwanted ANPR cameras have been installed and to prevent soccer fans – of whichever team – from getting a fine.

And the protesters WON’T be glueing themselves to vehicles. Or goalposts.

As most of you know by now, Croydon council have ignored the results of the consultation and proceeded with the installation of ANPR controlled “Healthy Neighbourhoods”.

On Saturday 1st October (CPFC home game) WE NEED YOU to come and join us on the camera points at Elm Park Road and Holmesdale Road to stop as many people as we can from going through the cameras and getting fined.

Bring a placard. Bring a whistle, Bring a neighbour, Bring a hi-viz. The more the merrier!

PLEASE come along and support this effort.

As I understand it, fines are intended for the purpose of changing behaviour. If the council is relying on behaviour *not* changing so that there is an income stream, then the “fines” are being receive under false pretences and there is an argument that money is being received fraudulently; and if so, all the fines issues would have to be repaid (possibly with redress for any costs the original payee has incurred due to the “fine”) which would leave the council even more out of pocket.
The fact that the published budget relies on increased income from fines is an indication that the purpose of the “fines” is not to change behaviour but to fill the coffers, and as such is on very dodgy ground.
Is there anyone who can accurately give the legal basis for fines, ie what the purpose of a fine is?

Any Palace supporters driving to the game on Saturday please make sure you avoid a fine for using a parking spot you used last home game . Please let as many supporters know.
